The IDP you need depends on where your licence was issued and where you'll ride. It must match your motorcycle entitlement and the destination's accepted format. Nationality alone won't tell you which documents you need, and an IDP won't turn a car licence into a motorcycle licence. UK government · Japan NPA
Work through those checks before booking a bike. A rental counter handing over the keys doesn't settle the licensing or insurance questions.
Start with the country that issued your licence
Open the country that issued your licence, then compare its documents with the destination notes below. These profiles describe each country's authorised issuing route. If you live elsewhere, check whether that jurisdiction's authorised issuer can process your foreign licence. A permit format being available at home does not mean every destination accepts it.
Open the profiles you need before printing your selected destination notes. Open profiles print with their sources; closed profiles are left out.
Iceland
- Authorised issuer
- Apply through FÍB (Icelandic Automobile Association) or a District Commissioner (Sýslumaður).
- Formats and validity
- Iceland issues the paper 1949 Geneva permit, valid for 1 year from issue. Carry it with your valid Icelandic driving licence; it does not replace that licence.
- Who can apply
- You must be at least 18 and hold a valid Icelandic licence. FÍB asks for a full licence and excludes temporary driving authorisations. Bring the physical licence and a passport photograph; Iceland’s digital licence is valid only domestically.
- Motorcycle entitlement
- The permit covers only the vehicle categories already held on your Icelandic licence. Check that your motorcycle category covers the bike and carry both original documents.
Netherlands
- Authorised issuer
- ANWB Retail, through ANWB shops in the Netherlands.
- Formats and validity
- The 1949 permit lasts 1 year. The 1968 permit lasts up to 3 years or earlier domestic licence expiry. A 1-year 1926 version is also available. Choose the convention accepted by your destination and transit countries.
- Who can apply
- You must be resident in the Netherlands and hold a valid Dutch or other EU-issued licence. Apply personally at an ANWB shop with recent address proof and passport photos. For an unexpectedly prolonged stay abroad, ANWB has a limited authorised-representative procedure.
- Motorcycle entitlement
- The permit records your existing vehicle entitlement and restrictions; it adds no motorcycle category. Carry your original valid licence and check that both documents cover the motorcycle you will ride.
Belgium
- Authorised issuer
- Your registered Belgian municipality; diplomatic-card holders use the Foreign Affairs Protocol service.
- Formats and validity
- Belgium issues the 1968 permit, valid for up to 3 years or earlier domestic licence expiry.
- Who can apply
- Use a valid Belgian or eligible European licence. Residents of another EEA country apply there. Belgian nationals outside the EEA who are registered with a Belgian embassy and have a valid Belgian identity card may apply in their last Belgian municipality.
- Motorcycle entitlement
- Belgium's car-licence motorcycle permission, including code 372, applies only in Belgium. Check your actual A1, A2 or A entitlement for riding abroad, and carry the original licence with the permit.
Destination checks
- Japan recognises the original Belgian licence with a designated Japanese translation. A Belgian home-issued 1968 permit does not satisfy Japan's 1949 IDP route.
Germany
- Authorised issuer
- Your local driving-licence authority; municipal application arrangements vary.
- Formats and validity
- Germany issues 1926 permits for 1 year and 1968 permits for 3 years, both limited by domestic licence expiry.
- Who can apply
- Applicants must be at least 18 with qualifying EU/EEA card-licence or recognised foreign-licence entitlement. German paper licences need conversion to a card first. The 1968 form requires ordinary residence in Germany or a country that is not a party to the 1968 Convention.
- Motorcycle entitlement
- B196 motorcycle permission applies only in Germany. The IDP must preserve your actual vehicle categories and restrictions; carry the original valid licence.
Destination checks
- Japan recognises the original German licence with a designated Japanese translation. A German home-issued 1926 or 1968 permit does not satisfy Japan's 1949 IDP route.
France
- Authorised issuer
- France Titres (ANTS), through its online international driving permit service.
- Formats and validity
- France issues a 1968 permit, valid for up to 3 years or earlier domestic licence expiry.
- Who can apply
- Your normal residence must be in France, with a valid French, Monaco, Swiss or qualifying EEA-issued licence. Temporary absence has a specific application route; people normally resident abroad cannot apply in France.
- Motorcycle entitlement
- Car-derived A1 obtained by equivalence after 1 March 1980 cannot appear on the IDP. The light-motorcycle training certificate is valid only in France. AM and A2 can be entered with their technical restrictions. Carry the original valid licence.
Destination checks
- For Japan, use the original French licence with a designated Japanese translation. The French home-issued 1968 permit does not satisfy Japan's 1949 IDP route.
United Kingdom
- Authorised issuer
- Apply in person at a participating PayPoint shop for a GB or Northern Ireland licence.
- Formats and validity
- The available convention formats are 1926, 1949 and 1968. The 1926 and 1949 permits last 12 months; the 1968 permit lasts 3 years or until the UK licence expires, whichever comes first. Choose the format accepted for your itinerary.
- Who can apply
- GOV.UK requires a full UK licence, residence in Great Britain or Northern Ireland, and age 18 or over. PayPoint excludes foreign, Channel Islands, Isle of Man and diplomatic licences. An older paper licence also requires an original valid passport for the application.
- Motorcycle entitlement
- Carry the original licence with the permit and check its motorcycle category and restriction codes. On a GB licence, code 79(3) authorises tricycles, not ordinary two-wheel motorcycles; Northern Ireland's codes can differ. An IDP does not add riding entitlement.
Austria
- Authorised issuer
- Austria authorises ARBÖ, ÖAMTC and VCÖ to issue international driving permits.
- Formats and validity
- The 1926 and 1949 forms last 1 year. Since 1 September 2026, the Austrian 1968 form lasts 3 years. Choose the convention accepted by your destination.
- Who can apply
- For the ÖAMTC service, you need residence in Austria, an original valid EU/EEA licence and 1 passport photo. Membership is optional. Check your chosen club's application arrangements before travelling.
- Motorcycle entitlement
- The IDP supplements your national licence and adds no motorcycle entitlement. Carry both documents, preserve any vehicle or transmission restrictions, and check that they cover the motorcycle you will ride. Rental-company document conditions also need a separate check.
Switzerland
- Authorised issuer
- Obtain the permit from your cantonal road-traffic office or an issuing Touring Club Suisse contact point.
- Formats and validity
- Swiss-issued IDPs use the 1968 convention. Their usual validity is 3 years, ending sooner if the Swiss licence expires.
- Who can apply
- Apply with your Swiss driving licence and follow the relevant canton's process. Zurich also accepts a probationary driving licence, called a Führerausweis auf Probe; its IDP expires with that licence.
- Motorcycle entitlement
- Carry the original Swiss licence with the permit, and retain the motorcycle category and restrictions. The permit translates existing entitlement; it does not add a motorcycle category.
Destination checks
- Japan does not accept the Swiss-issued 1968 IDP. Use the Swiss original licence with the designated Japanese translation, such as JAF's, under Japan's separate visitor rules.
Slovenia
- Authorised issuer
- AMZS and its listed issuing locations.
- Formats and validity
- AMZS issues the 1949 IDP for 1 year and the 1968 version for up to 3 years. The 1968 permit ends sooner if your Slovenian licence expires before that.
- Who can apply
- Apply with your Slovenian driving licence, identity card or passport and a physical photo. An authorised representative can apply for you, including while you are abroad. A receipt for a replacement licence after loss or theft is insufficient.
- Motorcycle entitlement
- Carry the domestic licence with the IDP. Slovenian code 125 is valid only in Slovenia and is not entered in either permit. AMZS excludes AM, G and F and says its 1949 motorcycle or moped entry requires full category A.

Czechia
- Authorised issuer
- A municipal office with extended powers (obecní úřad obce s rozšířenou působností).
- Formats and validity
- Czechia issues the 1949 IDP for up to 1 year and the 1968 version for up to 3 years. Neither lasts beyond the underlying Czech licence. The office can issue both when your itinerary needs them.
- Who can apply
- Apply in person with your valid licence, identity document and a photo. List every country you intend to visit so the office can choose the format; bring 2 photos if you need both. Applicants without permanent residence can qualify by proving at least 185 days in Czechia in a calendar year for personal or work reasons.
- Motorcycle entitlement
- Take your original licence and check that its motorcycle entitlement and restrictions cover the bike you will ride. The IDP documents existing entitlement.
Spain
- Authorised issuer
- Dirección General de Tráfico (DGT), through a Provincial Traffic Office.
- Formats and validity
- Spain issues a 1949 permit valid for 1 year. It is a supplementary document and must accompany your original valid licence.
- Who can apply
- You need normal residence in Spain and a valid licence for the same vehicle class, with no applicable driving suspension. An EU/EEA licence must first be registered with DGT. Apply online and collect the paper permit, or use a Traffic Office appointment.
- Motorcycle entitlement
- Spain's permission to ride A1 motorcycles with a B licence held for more than 3 years is limited to Spain. It does not establish motorcycle entitlement abroad; check the actual motorcycle class recorded on your licence and IDP.
Italy
- Authorised issuer
- Ufficio Motorizzazione Civile (UMC), the competent transport office.
- Formats and validity
- Italy offers a 1949 permit for 1 year and a 1968 permit for 3 years. Both end earlier if the domestic licence expires. Choose the convention accepted by the destination.
- Who can apply
- Apply using your valid Italian licence and follow your UMC's document and collection instructions. Non-EU applicants may need additional stay documents. For a foreign-issued licence, confirm the application route with the office before applying.
- Motorcycle entitlement
- The ordinary B-licence permission for A1 motorcycles is limited to Italy. Check your actual motorcycle entitlement, including any separately recognised historical categories, before booking a bike abroad. The IDP adds no entitlement; carry your original valid licence.
Portugal
- Authorised issuer
- Instituto da Mobilidade e dos Transportes (IMT), or Automóvel Club de Portugal (ACP).
- Formats and validity
- Portuguese law provides 1949 and 1968 forms. Either lasts at most 1 year, or less if the domestic licence expires sooner. Choose the convention accepted by the destination.
- Who can apply
- Use a valid Portuguese or other EU/EEA licence. IMT requires the original, identification, tax number and a photo. ACP accepts applications at a branch or by post with its required documents; confirm the application arrangements with your chosen issuer.
- Motorcycle entitlement
- ACP expressly says Portugal's car-licence permission for 125 cc motorcycles does not create A1 on the IDP. Check the qualifying motorcycle category actually entered and carry the original valid licence with the permit.
Norway
- Authorised issuer
- NAF, KNA or MA, as listed by Statens vegvesen.
- Formats and validity
- NAF provides the 1949 IDP for 1 year or the 1968 version for up to 3 years. Domestic-licence expiry or earlier category expiry can shorten that validity; the destination may also limit how long you can use it.
- Who can apply
- NAF accepts a valid Norwegian or other EU/EEA licence if you have a permanent residential address in Norway. Apply with a photo and copies of both sides of your licence, through its ordering service or an issuing location. A digital licence cannot be used for the application.
- Motorcycle entitlement
- Carry the physical national licence abroad; the Norwegian app is insufficient. The IDP translates existing entitlement and can list fewer categories, so the domestic licence's motorcycle limits still control what you may ride.
United States
- Authorised issuer
- USAGov identifies AAA and the American Automobile Touring Alliance (AATA) as authorised IDP issuers.
- Formats and validity
- AAA issues the 1949-convention permit. It lasts 1 year from its effective date or until the US licence expires, whichever comes first. AAA's online application produces a printed, mailed booklet; no digital IDP is issued.
- Who can apply
- AAA applicants must be at least 18 and hold a valid US driving licence. AAA cannot issue an IDP for a foreign-issued licence.
- Motorcycle entitlement
- Carry the original US licence with the permit. Ensure the motorcycle entitlement is correctly recorded and retain its restrictions; the IDP does not turn a car licence into a motorcycle licence.
Destination checks
- US licences and US-issued IDPs do not authorise riding in Vietnam. Obtain the appropriate Vietnamese motorcycle licence before riding.
Canada
- Authorised issuer
- The Canadian Automobile Association (CAA) is the authorised issuer; use the club covering your residence.
- Formats and validity
- The Canadian permit follows the 1949 convention. It expires 1 year after issue or when the Canadian licence expires, whichever comes first. This expiry does not override a destination's shorter visitor limit.
- Who can apply
- Applicants must be at least 18 and hold a full, valid Canadian provincial or territorial licence. CAA's current application excludes provisional, learner and suspended licences. A foreign-issued licence cannot be used for Canadian issuance.
- Motorcycle entitlement
- Carry the original Canadian licence with the permit. Only vehicle categories already on that licence can be endorsed: a car-only permit does not grant motorcycle entitlement.
Destination checks
- CAA warns that the Canadian IDP is not recognised in Vietnam; a different Vietnamese licensing route is needed.
Australia
- Authorised issuer
- The Australian Automobile Association (AAA) issues permits through state and territory motoring clubs.
- Formats and validity
- Australian-issued IDPs use the 1949 convention. Validity is 12 months from issue or until the Australian licence expires, whichever comes first.
- Who can apply
- AAA accepts applicants aged 18 or over with a current Australian state or territory licence, including qualifying provisional/P-plate holders. Learner permits and specified restrictions, such as alcohol interlocks or court orders, are excluded. Service NSW also excludes interim licences. A foreign licence is insufficient.
- Motorcycle entitlement
- Carry the physical Australian licence with the permit. Its motorcycle category and limits still apply: qualifying for an IDP does not authorise a larger motorcycle or remove licence restrictions.
Destination checks
- Vietnam's Embassy in Australia states that an Australian-issued IDP is not valid in Vietnam. Check the appropriate Vietnamese licensing route before riding.
New Zealand
- Authorised issuer
- The New Zealand Automobile Association (NZAA) is the authorised issuer for New Zealand licences.
- Formats and validity
- NZAA produces only the 1949-convention permit. It lasts 12 months from issue or until the NZ licence expires, whichever comes first. A digital copy is not available.
- Who can apply
- Applicants must be at least 18 and hold a full, current NZ licence. Learner, restricted and temporary paper licences are excluded. Apply online or in person using the current plastic licence; a foreign-issued licence is not eligible.
- Motorcycle entitlement
- Carry both the physical IDP and original NZ licence. Have the motorcycle class and restrictions correctly recorded; domestic permission to ride a moped on a car licence does not establish overseas motorcycle entitlement.
Destination checks
- NZAA states that its 1949 IDP is not recognised in Vietnam. Check Vietnam's licensing requirements for your actual document route.
Thailand
- Authorised issuer
- Get the permit through Thailand's Department of Land Transport or a provincial land transport office.
- Formats and validity
- Thailand issues both 1949 Geneva and 1968 Vienna permits. Choose the format accepted for each destination; the longer-lasting format is not automatically interchangeable.
- Who can apply
- Use a valid non-temporary Thai licence and meet the continuing conditions for its class. Ministry guidance identifies 5-year or lifetime licences for Thai applicants. Temporary Thai licences are excluded.
- Motorcycle entitlement
- The licence and permit must cover your motorcycle. Carry the valid original Thai motorcycle licence with the permit; a car entitlement does not add a motorcycle category.
Destination checks
- Japan accepts the authorized Thai 1949 permit and rejects the Thai 1968 permit. Japanese visitor and residence limits still apply.
Vietnam
- Authorised issuer
- Apply to the Traffic Police Department, a provincial Traffic Police office or the National Public Service Portal.
- Formats and validity
- Vietnam issues the 1968 Vienna format, valid for at most 3 years and no longer than the domestic licence remains valid.
- Who can apply
- The July 2026 rules cover a valid Vietnam-issued licence; foreign applicants using that route in person present a passport and permanent residence card. A separate route covers Vietnamese people, or foreigners with temporary or permanent Vietnam residence cards, using a valid licence from a country belonging to a treaty Vietnam belongs to. It requires a certified Vietnamese translation, originals and the applicable residence documents.
- Motorcycle entitlement
- Permit categories must match the domestic licence. Carry the valid original motorcycle licence with the permit.
Destination checks
- Vietnam's permit cannot be used inside Vietnam and is not accepted for Japan's IDP route.
China (mainland)
- Authorised issuer
- Mainland China has no authorized convention-IDP issuance route based on a mainland Chinese licence.
- Formats and validity
- A commercial translation labelled an international licence does not establish treaty-IDP eligibility. Hong Kong, Macau and Taiwan have separate licensing arrangements.
- Who can apply
- This profile follows the licence's issuing jurisdiction, not nationality. A Chinese citizen with a separately qualifying foreign licence may use that jurisdiction's authorized issuance procedure.
- Motorcycle entitlement
- Check the destination's recognition of your valid original Chinese motorcycle licence and any required approved translation or local licence. A translation does not add motorcycle entitlement.
Destination checks
- A mainland Chinese licence plus a commercial translation does not meet Japan's visitor document routes; mainland China is outside its designated-translation alternative.
India
- Authorised issuer
- Apply to the Regional Transport Office for your jurisdiction, using Form 4A or a written application.
- Formats and validity
- The authorized Indian RTO permit is the 1949 Geneva format. Tell the issuing office which countries you will visit and how long you will stay.
- Who can apply
- You must be a resident of India holding a valid Indian licence. Follow the RTO's passport, visa where applicable, travel-document and application requirements.
- Motorcycle entitlement
- The permit must reflect the motorcycle entitlement on your valid original licence. Carry that original with the permit; the permit cannot turn a car-only licence into motorcycle permission.
Destination checks
- Japan identifies the authorized Indian 1949 permit as valid for its IDP route, subject to motorcycle endorsement, document validity and Japanese visitor or residence limits.
Indonesia
- Authorised issuer
- Apply for the SIM Internasional through Korlantas Polri, the Indonesian National Police Traffic Corps, using its official procedure.
- Formats and validity
- Polri issues a 3-year document in the 1968 Vienna Annex 7 format. Indonesia has signed but has not ratified that Convention; the format alone does not establish destination recognition.
- Who can apply
- Provide a valid Indonesian licence matching the requested category, a valid passport and the required identity documents; foreign applicants use KITAP in the published procedure.
- Motorcycle entitlement
- Use the matching motorcycle entitlement and carry the valid original licence with the permit. Confirm the destination accepts that issuer and document.
Destination checks
- This Indonesian 1968 permit is not the 1949 document Japan requires.
Brazil
- Authorised issuer
- SENATRAN issues the PID through state or Federal District DETRAN offices or an authorised issuer.
- Formats and validity
- Brazil’s PID is a paper 1968 Vienna booklet. It lasts at most 3 years from issue, ending sooner if the supporting CNH or PPD expires.
- Who can apply
- A valid CNH driving licence or PPD probationary permit can support issuance; an ACC moped authorisation alone cannot. Suspended or revoked licences, traffic-crime convictions and judicial bars prevent issuance.
- Motorcycle entitlement
- The issuing body must stamp or seal the categories actually held. Check the motorcycle endorsement and carry the valid national licence; a PID does not turn a PPD probationary permit into a full licence.
Destination checks
- Portugal’s OECD/CPLP route includes eligible Brazil-issued licences: the holder must be under 60, no more than 15 years may have passed since issue or renewal, and the valid motorcycle category and Portuguese minimum age still apply.
Morocco
- Authorised issuer
- FIA’s authorised-issuer directory identifies Touring Club du Maroc as Morocco’s IDP issuer.
- Formats and validity
- The directory lists the 1968 Vienna model. Check the permit’s printed expiry and the destination’s visitor period; the convention model alone does not establish how long you may ride abroad.
- Who can apply
- Applicants must live in Morocco and hold a Morocco-issued driving licence. The directory excludes nonresidents and applicants without a local licence.
- Motorcycle entitlement
- Carry your valid original motorcycle licence with the IDP. Check that its category covers the motorcycle you will ride; an IDP does not add entitlement.
Destination checks
- Portugal’s bilateral route for Morocco-issued licences allows nonresident driving for up to 185 days, counted from the day after entry.
South Africa
- Authorised issuer
- The Automobile Association of South Africa (AA) issues the permits for this home-licence route.
- Formats and validity
- AA offers 1949 and 1968 models, valid for at most one and 3 years from issue respectively. Neither may outlast the domestic licence, and a destination’s visitor period can be shorter.
- Who can apply
- Use a valid South Africa-issued driving licence, an ID document or passport and one passport photograph per permit type. AA requires applicants to be over 18 and excludes learner licences.
- Motorcycle entitlement
- AA certifies the vehicle categories you already hold. Carry the valid original motorcycle licence with the IDP and follow its restrictions.
Destination checks
- For a temporary visit to Germany, carrying an accepted 1949 or 1968 IDP with the original licence removes the separate German translation requirement.
Denmark
- Authorised issuer
- Borgerservice in any Danish municipality.
- Formats and validity
- Denmark allows both 1949 and 1968 IDP formats, but issues either for 1 year. Do not assume a Danish 1968 permit lasts 3 years. Give the municipality your destinations to check the required format.
- Who can apply
- You must hold a valid Danish driving licence. Apply personally at Borgerservice with that licence and a photo, and book an appointment where required. You can use any Danish municipality; your address does not limit which municipality accepts the application.
- Motorcycle entitlement
- An IDP covers only the vehicle types already on your Danish licence and cannot add motorcycle entitlement. Carry your physical Danish licence too: the Danish driving-licence app is valid only in Denmark.
Sweden
- Authorised issuer
- Transportstyrelsen lists Caravan Club, KAK, MHF, M Sverige and OK Marknadsservice / Vi Bilägare.
- Formats and validity
- M Sverige issues the 1949 IDP for 1 year and the 1968 version for up to 3 years, never longer than the domestic licence. State your destinations so it selects the format.
- Who can apply
- A valid Swedish driving licence is required. M Sverige requires applicants to be at least 18 and offers an app, paper or email applications and counter service. Its app additionally requires Swedish population registration. Check the requirements for the ordering route you choose, particularly if you live abroad.
- Motorcycle entitlement
- The IDP translates existing licence categories. Carry your valid Swedish licence with it and keep its motorcycle restrictions; a permit cannot add an entitlement you do not hold.
Finland
- Authorised issuer
- Autoliitto, with driving entitlement checked by Traficom.
- Formats and validity
- Autoliitto issues 1949 and 1968 IDPs for up to one and 3 years respectively. Earlier domestic-licence expiry shortens the permit.
- Who can apply
- You must be at least 18. Residents of Finland can apply with a valid Finnish or other EU/EEA licence. Finnish licence holders resident outside the EU/EEA can also apply. A Finnish licence holder resident in another EU/EEA country must use the route there instead. Autoliitto cannot issue from a non-EU/EEA foreign licence. Its app requires a Finnish licence and residence in Finland; other eligible cases use another application route.
- Motorcycle entitlement
- Carry the national licence. Autoliitto cannot enter AM or M moped entitlement, or T or LT tractor entitlement. An IDP cannot turn a moped licence into motorcycle permission abroad.
Poland
- Authorised issuer
- Any starosta through a starostwo powiatowe (county office).
- Formats and validity
- Poland issues the 1949 IDP for up to 1 year and the 1968 version for up to 3 years, each capped by domestic-licence expiry. You may request and hold both formats when your trip needs them.
- Who can apply
- Anyone with a valid Polish licence can apply at any county office. Include the application, licence, photo and payment evidence; request both formats on one application with 2 photos if needed. Applications can be made in person, by post or through a representative under the office's procedure.
- Motorcycle entitlement
- Poland's category-B shortcut, once you have held the licence for at least 3 years, covers motorcycles up to 125 cm³, 11 kW and 0.1 kW/kg only in Poland. It is not motorcycle entitlement for an overseas trip.
Croatia
- Authorised issuer
- HAK's listed issuing network.
- Formats and validity
- HAK issues the 1949 IDP for up to 1 year and the 1968 version for up to 3 years. Either ends sooner if the Croatian licence expires. Give the issuer your destinations so it can select the correct format.
- Who can apply
- You need a valid Croatian licence and must not be subject to a driving prohibition. Foreign nationals qualify if they hold that Croatian licence. Bring it, an identity card or passport and 2 photos. Eligibility depends on the licence you hold; Croatian nationality alone is not the condition.
- Motorcycle entitlement
- An IDP translates the national licence and cannot replace it or add motorcycle entitlement. Keep the underlying category and restrictions. A Croatian-issued IDP does not itself authorise riding inside Croatia.
Sources
Slovakia
- Authorised issuer
- The document department of a district Police Corps directorate.
- Formats and validity
- Slovakia issues the 1949 IDP for 1 year and the 1968 version for 3 years. Submit a separate application for each format if your trip requires both.
- Who can apply
- Only a holder of a valid driving licence issued in Slovakia can obtain a Slovak IDP. Apply at the police document department with your valid identity document, driving licence, a photo and the fee. The authority returns your domestic licence and issues the permit after processing the application.
- Motorcycle entitlement
- The IDP records the entitlement and restrictions from your domestic licence. Keep that licence with your travel documents and confirm it covers the motorcycle. A Slovak-issued IDP does not itself authorise riding inside Slovakia.
Hungary
- Authorised issuer
- Hungary's transport administration authority, through government document offices / Kormányablak.
- Formats and validity
- The 1949 IDP lasts up to 1 year and the 1968 version up to 3 years. Both are limited by the medical-validity date shown on the underlying national licence.
- Who can apply
- Apply using a valid Hungarian licence. Qualifying foreign licences are also covered by specific legal routes, with different recognition and document-format conditions; check those with the authority. An in-person application requires two printed identity photos. Request the permit through the document office before departure, with the correct format for the destinations you intend to visit.
- Motorcycle entitlement
- Carry the underlying national licence with the IDP. Hungary's rules exclude purely national categories from IDPs. They cannot be used to add motorcycle entitlement abroad or remove restrictions from the domestic licence.
Romania
- Authorised issuer
- DGPCI through the MAI service or licensing counters; ACR also provides a club issuing route.
- Formats and validity
- DGPCI issues the 1968 IDP for up to 3 years, capped by the Romanian licence's administrative expiry. ACR advertises documents under both the 1949 and 1968 conventions: ask it for the exact format and its terms when you need 1949.
- Who can apply
- DGPCI requires an administratively valid Romanian licence with rights neither suspended nor cancelled. Apply through the MAI HUB or a licensing counter. ACR's current application list requires the original valid Romanian licence, identity document or passport, 2 photos, application and payment; a legal representative may apply.
- Motorcycle entitlement
- An earlier vehicle-category expiry appears as a restriction on the government permit. Keep the underlying motorcycle entitlement; a 1968 permit cannot serve as a 1949 permit.
Greece
- Authorised issuer
- HATSE (Hellenic Automobile & Touring Services Club), the current Greek IDP service.
- Formats and validity
- HATSE's linked FIA/AIT country guide lists the 1949 and 1968 formats. Tell HATSE which destinations you will visit and check the exact format and validity for your trip. The permit is a paper document and is not issued electronically.
- Who can apply
- Bring your original valid Greek licence, passport or new identity card and a recent photo. The linked country guide excludes non-resident applications and applications without a local licence. Holding Greek nationality alone is not a substitute for the required licence.
- Motorcycle entitlement
- The IDP is valid only with the valid domestic licence. Greek category B with national code 121 covers A1 vehicles only within Greece; it is not an A1 licence for an overseas motorcycle trip.
Ireland
- Authorised issuer
- National Driver Licence Service (NDLS); older AA-issued permits remain valid until expiry.
- Formats and validity
- Ireland issues 1949 and 1926 permits, valid for 1 year or earlier licence expiry. It does not issue a 1968 version.
- Who can apply
- You must be resident in Ireland and hold a valid full Irish or EU/EEA licence with at least 3 months remaining. Learner permits and non-EU/EEA licences do not qualify. Book an appointment and complete the application in person at an NDLS centre.
- Motorcycle entitlement
- Carry your original full licence with the permit. An IDP adds no motorcycle category: check that the licence and permit cover the bike you will ride, including restrictions. A permit's availability does not establish acceptance at every destination.

Luxembourg
- Authorised issuer
- Apply in person through Automobile Club du Luxembourg (ACL) in Bertrange or Ingeldorf.
- Formats and validity
- ACL issues 1949 and 1968 permits. The 1968 version lasts up to 3 years or earlier licence expiry; the 1949 version for Japan lasts up to 1 year. Choose the format accepted for your trip.
- Who can apply
- You must normally live in Luxembourg and hold a valid EEA-issued licence. Bring that licence or a recent certified copy, a Luxembourg residence certificate no older than 3 months and a recent passport photo.
- Motorcycle entitlement
- The permit translates your existing licence; it adds no motorcycle category. Carry the original licence with it and check that your motorcycle entitlement and restrictions cover the bike.
Destination checks
- Ask ACL for the 1949 permit when travelling to Japan; its standard 1968 version does not meet Japan's 1949 IDP route.
Malaysia
- Authorised issuer
- Road Transport Department (JPJ).
- Formats and validity
- Malaysia issues a 1949 Geneva permit valid for 1 year.
- Who can apply
- Apply at a JPJ state or branch office. You must be at least 18, hold a Competent Driving Licence (CDL) with more than 1 year remaining, and not be blacklisted. Probationary Driving Licence (PDL) holders cannot apply.
- Motorcycle entitlement
- Check the motorcycle endorsement and the restrictions on your original licence; an IDP does not add motorcycle entitlement. Carry the original licence and permit, and check the destination's acceptance rules.
Singapore
- Authorised issuer
- Automobile Association of Singapore (AA Singapore).
- Formats and validity
- AA Singapore issues a 1949 Geneva permit valid for 1 year; it must accompany your valid Singapore driving licence.
- Who can apply
- You need a valid Singapore driving licence. Citizens and permanent residents use their NRIC; foreigners need an Employment Pass or FIN card with at least 6 months remaining. AA cannot issue a permit against a foreign driving licence.
- Motorcycle entitlement
- Singapore motorcycle classes 2, 2A and 2B map to IDP category A. Keep the physical Singapore licence with the permit and stay within its motorcycle restrictions.
Destination checks
- The permit is for visits abroad, not use in Singapore or a move to another country. Check the destination's accepted permit format before departure.
Mexico
- Authorised issuer
- Asociación Nacional Automovilística ANA A.C.

Current, valid overseas motorcycle licence; motorcycle category and New Zealand licensing conditions apply
- The motorcycle overseas-licence period is up to 12 months.
- The motorcycle overseas-licence period starts at your last arrival in New Zealand.
- The overseas motorcycle licence must be current and valid.
- Carry the physical original overseas motorcycle licence.
- A non-English licence needs an accepted English translation or an accepted English-language convention IDP.
- An issued New Zealand licence overrides the overseas licence; follow its conditions.
Not covered by this finding
- The overseas car-licence extension does not apply to motorcycles.
- The ability to apply for conversion with a recently expired licence is not permission to ride on an expired licence.
Japan
1949 IDP or designated Japanese translation
Japan accepts an authorised paper 1949 Geneva-convention IDP from an eligible contracting jurisdiction, with the motorcycle category clearly endorsed. The driving period ends at the earlier of one year from qualifying entry or document expiry. For registered residents, returning after less than three calendar months abroad does not restart that period. The alternative of a valid original licence with a designated Japanese translation applies to Switzerland, Germany, France, Belgium, Monaco and Taiwan.
Conditions and qualifications
Eligible foreign motorcycle licence; document route depends on the issuing jurisdiction and entry/residence history
- The IDP route uses the 1949 Geneva Convention.
- Carry the authorised original paper permit for the IDP route.
- The vehicle-category endorsement must clearly cover the motorcycle.
- The driving period ends at the earlier of one year from qualifying entry or document expiry.
- The alternative licence route requires a Japanese translation from a licence-issuing authority, consular office or designated organisation.
Not covered by this finding
- A 1968 IDP or digital IDP is not accepted for the IDP route.
- The designated translation route is limited to Switzerland, Germany, France, Belgium, Monaco and Taiwan as listed on 1 April 2026.
- For registered residents, a return after less than three calendar months abroad does not restart the one-year period.
Indian RTO-issued 1949 permit
Japan's police identify the authorized Indian RTO-issued 1949 Geneva permit as valid for its IDP route. The paper permit must endorse the motorcycle category and remain valid with the underlying licence. Japan's entry and residence limits still apply; a car-only permit does not authorize motorcycle riding.
Conditions and qualifications
Motorcycle visitors using licences issued in India; document route and destination conditions apply.
Thai permit: 1949 accepted, 1968 rejected
Thailand issues both convention formats, but Japan's police mark the Thai DLT-issued 1949 Geneva permit as valid and its 1968 Vienna permit as invalid in Japan. Use the authorized paper 1949 permit with the motorcycle category endorsed and the valid original Thai licence. The normal Japanese entry and residence limits remain separate from permit expiry.
Conditions and qualifications
Motorcycle visitors using licences issued in Thailand; document route and destination conditions apply.
Vietnamese 1968 permit does not work in Japan
Japan's current police guidance expressly marks Vietnam's 1968 Vienna permit as invalid in Japan. Vietnam is also outside the six-jurisdiction original-licence plus designated-Japanese-translation route. Do not book motorcycle riding on those documents alone. A different qualifying licensing or authorized-IDP route requires its own eligibility check.
Conditions and qualifications
Motorcycle visitors using licences issued in Vietnam; document route and destination conditions apply.
Indonesian 1968 permit is not Japan's 1949 permit
The SIM Internasional issued by Korlantas Polri follows the 1968 Vienna format, which Japan does not accept for its IDP route. Indonesia is outside Japan's six-jurisdiction original-licence plus designated-translation route. Those documents alone do not authorize motorcycle riding in Japan; any different qualifying route needs its own eligibility check.
Conditions and qualifications
Motorcycle visitors using licences issued in Indonesia; document route and destination conditions apply.
Mainland Chinese licence plus translation is insufficient
Mainland China has no authorized convention-IDP issuance route based on its licence, and a mainland Chinese licence is outside Japan's six-jurisdiction designated-translation alternative. A Chinese licence plus a commercial international-licence translation does not satisfy these visitor routes. Nationality does not decide the answer for someone who holds a separately qualifying foreign licence or IDP.
Conditions and qualifications
Motorcycle visitors using licences issued in China (mainland); document route and destination conditions apply.
Thailand
UK motorcycle licence and 1968 IDP
UK visitors should carry a UK-issued 1968 IDP together with the valid UK motorcycle licence. The licence must cover the motorcycle or scooter, including any engine-size restriction, and the insurance must cover the planned riding. Residents can apply for a Thai driving licence through the local process.
Conditions and qualifications
UK-issued motorcycle licence; visiting rider; correct motorcycle category and insurance
Dutch motorcycle licence and IDP
For a visitor with a Netherlands-issued motorcycle licence, carry the valid original licence, an IDP covering the motorcycle and your passport. ANWB lists both 1949 and 1968 permits as accepted in Thailand and recommends 1968. A car-only licence does not cover the usual rental motorcycle or larger scooter.
Conditions and qualifications
Netherlands-issued motorcycle licence; Dutch resident visiting Thailand
- This visitor route applies to a Netherlands-issued licence.
- The valid original licence and IDP must cover the motorcycle.
- Carry the original Netherlands motorcycle licence, motorcycle-endorsed IDP and passport.
- ANWB lists both 1949 and 1968 permits as accepted and recommends 1968.
Not covered by this finding
- An IDP does not add motorcycle entitlement to a car-only licence.
- Longer stays and Thai residence use the applicable Thai licence process.
ASEAN domestic motorcycle licences
For a temporary visit to Thailand, ASEAN recognition covers the motorcycle category on a valid full domestic licence issued by an ASEAN authority. Temporary, provisional and learner licences are excluded. If the licence is not in English, carry a certified English translation. Thai government guidance confirms ASEAN licence recognition for foreign visitors; DLT guidance also explicitly includes motorcycles. Check vehicle-import permits, rental conditions and insurance separately.
Conditions and qualifications
Temporary visitor holding a valid full domestic motorcycle licence issued by an ASEAN authority; original licence must cover the motorcycle; temporary, provisional and learner licences are excluded; certified English translation required if the licence is not in English. Vehicle-import permits, rental conditions and insurance are separate.
Vietnam
UK motorcycle licence, 1968 IDP and insurance
UK visitors riding in Vietnam must carry a 1968 IDP with the valid UK licence covering the motorcycle. The permit does not add motorcycle entitlement. Third-party insurance is required; keep rental and travel-insurance conditions with the booking.
Conditions and qualifications
UK-issued motorcycle licence; visiting rider; correct motorcycle category and third-party insurance
US-issued licences and permits do not cover Vietnam riding
The US Department of State says US driver's licences and US-issued International Driving Permits are not valid for driving in Vietnam. Obtain the appropriate Vietnamese motorcycle licence before riding. A rental company handing you a scooter does not establish legal entitlement.
Conditions and qualifications
Motorcycle visitors using the licence-origin and document route specified in this note.
Australian-issued permits are not valid in Vietnam
Vietnam's Embassy in Australia states that an Australian-issued IDP is not valid in Vietnam because Australia has not ratified the 1968 Vienna Convention. An Australian licence and its 1949 IDP therefore do not establish motorcycle entitlement there. Check the appropriate Vietnamese licensing route before riding.
Conditions and qualifications
Motorcycle visitors using the licence-origin and document route specified in this note.
Sources
Canadian and New Zealand 1949 permits do not cover Vietnam
CAA and the New Zealand AA both warn that their 1949-convention IDPs are not recognised in Vietnam. Do not use a UK or Dutch 1968-permit example as evidence that a Canadian or New Zealand 1949 permit covers your motorcycle there. Check Vietnam's licensing requirements for your actual document route.
Conditions and qualifications
Motorcycle visitors using the licence-origin and document route specified in this note.
Vietnam's general foreign-IDP route requires a Vienna party
Vietnam's general foreign-IDP route requires a valid 1968 Vienna permit from a Convention member and a valid national licence covering the motorcycle from a member country. Carry both documents. A Japanese or Indian-issued 1949 permit does not meet this route; a Polri-issued 1968 permit is not enough to infer eligibility because Indonesia has not ratified the Convention. Separate treaty-recognition or Vietnamese-licence routes need their own checks.
Conditions and qualifications
Motorcycle visitors using Vietnam's general 1968 Vienna IDP route; the permit and matching national licence must be valid and issued by Convention parties. Separate treaty-recognition routes need their own checks.

China (mainland)
Mainland China: local licence and temporary-permit routes
Mainland China requires the appropriate Chinese driving authorisation and valid insurance. Shanghai and Beijing’s temporary-permit route for domestically rented vehicles covers C1/C2 cars, so it does not authorise a rented motorcycle. A temporarily imported personal motorcycle uses a separate permit route matching both the foreign licence category and the imported vehicle. Carry the permit, original licence and Chinese translation, and follow local motorcycle-access restrictions.
Conditions and qualifications
China (mainland); temporary-permit guidance from Shanghai and Beijing
Foreign licence holders; distinct domestic car-rental and temporarily imported personal-vehicle routes
- The temporary permit category must match both the foreign licence category and the temporarily imported vehicle.
- Carry the Chinese temporary permit together with the foreign licence and its Chinese translation.
Not covered by this finding
- The domestically rented C1/C2 temporary-permit route does not cover rented motorcycles.
- An IDP does not replace the required Chinese driving authorisation.
India
UK motorcycle licence and 1949 IDP
For the UK-issued licence route, obtain a 1949 IDP before travelling and carry it with the valid UK licence. The permit must include the motorcycle category covered by your licence; the 1949 convention recognises only the categories for which it was issued. The visitor driving period varies by Indian state, so use the licensing authority’s period for every state on your route.
Conditions and qualifications
India; visitor period set by state rules
Valid full UK-issued motorcycle licence; authorised 1949 permit covering the motorcycle; ordinary visitor
- This document route applies to a UK-issued licence.
- The original UK licence must remain current and valid.
- The UK licence and IDP must cover the motorcycle category.
- Use the authorised 1949 IDP for this UK-to-India route.
- Carry the original UK motorcycle licence and 1949 IDP.
- Use the visitor driving period set by the Indian state on your route.
- Your driving privileges must not be suspended or withdrawn.
Not covered by this finding
- A car-only licence or permit does not authorise a motorcycle.
- The permit does not add motorcycle entitlement or remove restrictions on the original licence.
Indonesia
UK motorcycle licence and 1968 IDP
A UK domestic licence alone is not accepted for driving in Indonesia. Obtain the UK-issued 1968 IDP identified by the UK government’s checker, with the motorcycle entitlement matching the bike. UK nationals living in Indonesia with a KITAS limited-stay permit can use the local driving-licence application route. Rental and travel-insurance conditions are separate.
Conditions and qualifications
UK-issued motorcycle licence; authorised UK 1968 permit; visitor or applicable KITAS local-licence route
- The UK licence and permit must include entitlement for the motorcycle.
- Carry the valid original UK motorcycle licence and UK-issued 1968 IDP.
Not covered by this finding
- A UK domestic licence alone is insufficient.
- A car-only licence does not add motorcycle entitlement through an IDP.
Brazil
Recognised foreign licences: 180-day visitor route
Brazil’s recognised foreign-licence route lasts up to 180 days from entry, within the original licence’s validity. Carry the valid licence, identification and evidence of your entry date; the Vienna-convention route also requires a valid IDP with the licence. Your licence must cover the motorcycle. To continue riding after the visitor period, follow the applicable DETRAN process for a Brazilian licence.
Conditions and qualifications
Riders aged 18 or over with a valid foreign motorcycle licence covered by an applicable recognised international convention or agreement.
- The foreign licence must be covered by a recognised international convention or agreement.
- The original foreign licence must remain current and valid.
- The licence category must cover the motorcycle.
- The recognised foreign-licence visitor route lasts up to 180 days.
- The visitor driving period starts on the date of entry into Brazil.
- Carry identification and a document proving the date of entry.
- The Vienna-convention route requires a valid 1968 IDP together with the original licence.
- The rider must be at least 18 and legally eligible to drive in Brazil.
Not covered by this finding
- A foreign licence outside a recognised route requires the applicable local licensing process.
- The 180-day route does not allow riding after the original licence expires.
Brazilian nationals with licences obtained abroad
A Brazilian national using a licence obtained abroad must also prove that they had normal residence in its issuing country for at least six months when the licence was issued. The evidence must be an attestation, declaration or certificate from Brazil’s consular authority there. The applicable recognition route and motorcycle category still control. An outstanding Brazilian licence suspension, cancellation or judicial ban prevents recognition.
Conditions and qualifications
Brazilian citizens returning with a motorcycle licence obtained abroad
- This additional rule applies to Brazilian citizens with foreign licences.
- Prove at least six months of normal residence in the issuing country when the licence was issued.
- Use an attestation, declaration or certificate from Brazil’s consular authority in that country.
- The applicable recognised licence route and category still apply.
Not covered by this finding
- Outstanding Brazilian suspension, cancellation or a judicial prohibition prevents recognition.
Morocco
UK licence: 1968 permit and one-year visitor limit
UK travel advice requires the valid UK licence together with a 1968 IDP in Morocco and says the 1949 format is no longer accepted for that route. Carry the appropriate licence category for the motorcycle and evidence of motor insurance. If you stay longer than one year, you need a Moroccan licence. The Dutch-issued licence route has different IDP instructions.
Conditions and qualifications
UK-issued licence; visiting rider; licence must cover the motorcycle
- The valid original licence must cover the motorcycle.
- Use a UK-issued 1968 IDP with the original UK licence.
- Carry evidence of motor insurance and the vehicle’s registration documents.
- A stay longer than 1 year requires a Moroccan licence.
Not covered by this finding
- The UK route does not accept the 1949 IDP according to current FCDO guidance.
- Dutch-issued licence advice is a different document route.
Dutch motorcycle licence: no IDP required
ANWB’s Morocco motorcycle guidance says a valid Netherlands-issued licence can be used without an IDP, including for rental, for up to one year under its Dutch-resident visitor profile. The licence must cover the motorcycle. A longer stay requires a Moroccan licence, and rental companies may set extra age or experience conditions.
Conditions and qualifications
Netherlands-issued motorcycle licence; Dutch resident visiting Morocco for up to one year
- This visitor route applies to a Netherlands-issued licence.
- The original Netherlands-issued licence must remain current and valid.
- The original licence must cover the motorcycle.
- The stated Dutch-resident visitor period is up to 1 year.
- Meet the rental company’s separate age, experience and document conditions.
Not covered by this finding
- The UK-issued licence route has different document instructions; it is not the Dutch route.
- A stay beyond the visitor period requires the applicable local licence process.
Foreign-national visitors: valid foreign licence for up to one year
A foreign national visiting Morocco may use a valid licence issued abroad for up to one year from the start of the temporary stay. The licence must cover the motorcycle. A qualifying IDP cannot extend that period or its own expiry. Moroccan nationals living abroad have a separately worded rule; a longer stay requires the applicable Moroccan licence or exchange process.
Conditions and qualifications
Foreign nationals visiting Morocco with valid motorcycle licences issued abroad
- This rule applies to foreign nationals.
- It concerns a temporary stay in Morocco.
- Keep the foreign motorcycle licence valid.
- The maximum period is one year.
- Count the period from the start of the temporary stay.
Not covered by this finding
- Moroccan nationals living abroad have a separate rule.
- A longer stay requires the applicable local licensing or exchange process.
South Africa
UK photocard licence for up to 12 months
A valid UK photocard licence can be used in South Africa for up to 12 months under UK visitor guidance. A UK paper licence requires a 1968 IDP or an upgrade to a photocard licence. The licence must cover the motorcycle. If you become a permanent resident, exchange the UK licence within 12 months of obtaining residency.
Conditions and qualifications
UK-issued licence; visitor or stated permanent-resident exchange period; valid motorcycle entitlement
Other foreign licences: language and identity documents
For private riding, South Africa accepts a valid full foreign motorcycle licence issued while you were not permanently or ordinarily resident there. RTMC describes English licence text, an attached English translation, or an attached English authenticity or validity certificate from a competent authority. Your photograph and signature must be on or attached to the licence. If you use an IDP, carry the original licence and keep both valid.
Conditions and qualifications
Temporary visitors using full foreign motorcycle licences for private riding
- Use a valid full original licence.
- The licence must cover the motorcycle.
- It must have been issued while you were not permanently or ordinarily resident in South Africa.
- Provide English text, an attached English translation, or an attached English authenticity/validity certificate from a competent authority.
- The holder’s photograph and signature must be present or attached.
Not covered by this finding
- Learner/provisional licences and professional driving are outside this private-riding route.
- Permanent residence has separate recognition and exchange rules.
Denmark
Valid full EU motorcycle licence
A valid full EU-issued motorcycle licence is recognised throughout the EU, including an EU licence obtained by exchanging a non-EU licence. The category must cover the motorcycle, and the licence must remain valid; destination minimum ages still apply. You cannot ride across borders on a provisional licence or certificate. Temporary documents replacing a lost or stolen licence are not automatically recognised in another EU country. Moving your residence uses the destination’s separate licensing rules.
Conditions and qualifications
Valid full EU-issued motorcycle licence; visitor; motorcycle category, validity and destination minimum age apply
- The full EU-issued licence must remain current and valid.
- The licence category must cover the motorcycle.
- Meet the destination’s minimum age for the motorcycle category.

Foreign licence or convention permit: temporary visitor
A temporary visitor without normal residence in Denmark may ride the categories covered by a valid foreign licence written in Latin characters. Otherwise, use the specified certified Danish, English or French translation route. Denmark also expressly recognises valid 1926, 1949 and 1968 convention IDPs. Carry the underlying valid motorcycle licence with the permit and keep its categories and restrictions. The separate non-EU/EEA resident rule generally runs for 180 days after normal residence is established; it is not the tourist rule.
Conditions and qualifications
Temporary nonresident motorcycle visitors; valid licence and categories; the Danish order’s foreign-document routes apply.
- No normal residence in Denmark for the visitor route.
- Valid foreign licence in Latin characters, or a certified Danish/English/French translation by the specified public authority, authorised organisation or qualified Danish translator.
- The order separately recognises valid Paris 1926, Geneva 1949 and Vienna 1968 IDPs.
- Retain the original motorcycle categories and restrictions.
Not covered by this finding
- An IDP does not add a category.
- The 180-day non-EU/EEA resident clock is separate.
- Denmark also has specific Nordic temporary-licence routes; do not extend a general provisional-document exclusion to every Nordic interim document.
Sweden
Valid full EU motorcycle licence
A valid full EU-issued motorcycle licence is recognised throughout the EU, including an EU licence obtained by exchanging a non-EU licence. Valid foreign motorcycle licence: document and residence conditions
A non-EEA motorcycle licence must remain valid in its issuing country and must not have been exchanged for a Swedish licence. The holder generally must not have been registered as resident in Sweden for more than one year; UK and Faroe Islands licences have a specific exception. If the licence follows neither the 1949 nor 1968 national-licence model and is not in English, German or French, carry a certified translation in English, German, French, Swedish, Danish or Norwegian. A licence without a photograph also needs photographic identification. Swedish age requirements and any withdrawal of driving rights still apply.
Conditions and qualifications
Valid non-EEA motorcycle licence; Swedish document, age, residence-registration and driving-right conditions.
- Licence valid in the issuing country and not exchanged for a Swedish licence.
- Normally no more than one year of Swedish population registration; UK/Faroe Islands and granted exceptions are separate.
- Recognised 1949/1968 national model, English/German/French licence text, or the specified certified translation.
- Photographic identification if the licence has no photograph; Swedish category age requirements.
Not covered by this finding
- A withdrawn or seized Swedish licence cannot be bypassed with a foreign licence.
- The one-year clock concerns population registration, not an ordinary holiday’s arrival date.
- Do not infer IDP recognition merely from Sweden’s home-issued formats.
Finland
Valid full EU motorcycle licence
A valid full EU-issued motorcycle licence is recognised throughout the EU, including an EU licence obtained by exchanging a non-EU licence. Foreign motorcycle licence: convention and treaty routes
Outside the EU/EEA and Swiss routes, Poland’s law recognises a 1949 Geneva IDP, or a 1968 Vienna national licence or IDP, for the vehicle categories covered. The general convention route lasts six months from the start of permanent or temporary stay. Keep the national motorcycle licence valid and carry it with an IDP. Other international agreements can recognise national licences on their own terms; do not assume that every foreign national licence or every convention model has the same route.
Conditions and qualifications
Valid foreign motorcycle licences or permits qualifying under Poland’s convention or applicable international-agreement routes; EU/EEA/Swiss validity is separately recognised.
- 1949 Geneva IDP, 1968 Vienna national licence or IDP, or a national licence under an applicable international agreement.

Slovakia recognises valid national licences issued by a 1949 Geneva or 1968 Vienna contracting state, as well as valid convention IDPs: a 1949 permit must be within one year of issue and a 1968 permit within three years. For the 1968 IDP route, carry the matching valid national licence issued by the same country as the IDP. Keep the motorcycle category and meet Slovakia’s category minimum age. Non-EEA convention licence holders who obtain or register residence must request exchange within 60 days after 185 days of that residence; that is a separate resident process.

- A provisional licence or certificate cannot be used for cross-border driving.
- Temporary replacement documents are not automatically recognised in another EU country.
- Moving your residence uses the destination’s separate licensing process.
Qualifying foreign motorcycle licence: model or translation route
Hungary recognises a valid qualifying foreign motorcycle licence that meets its identity, photograph, signature and Latin-character requirements. The recognised routes include 1949/1968 convention-model or matching-category licences, a corresponding convention IDP when the national model or categories do not match, or a certified Hungarian translation establishing the entitlement. Unless an international treaty provides otherwise, the relevant non-EEA foreign-licence route lasts one year from the start of the stay. Temporary and learner licences are excluded; residence and licence-exchange rules remain separate.

Not covered by this finding
- A provisional licence or certificate cannot be used for cross-border driving.
- Temporary replacement documents are not automatically recognised in another EU country.
- Moving your residence uses the destination’s separate licensing process.
Foreign licences: distinguish Vienna and Geneva routes
Romania recognises valid national motorcycle licences from Vienna 1968 parties and reciprocal-agreement states. Eligible Geneva 1949-only licences outside a separate exemption require the national licence plus 1949 IDP. A commercial translation cannot make an otherwise unrecognised licence valid.
Conditions and qualifications
Foreign motorcycle visitors; recognised issuer/document route, valid motorcycle category and Romanian minimum age.
- Category minima: A1 age 16; A2 age 18; A age 24, or 20 after two years A2.
Not covered by this finding
- Resident exchange is separate; the 90-day foreign-vehicle rule is not a general visitor-licence clock.
- Check the separate matching-passport exemption before treating a 1949 IDP as mandatory.
Specified citizens: national licence and passport without IDP
Citizens of Australia, Canada, New Zealand or the United States with a valid licence and passport issued by that same state may drive without an IDP for six months from Romanian entry. Chile’s matching-document route lasts three months. The licence must cover the motorcycle.
- Effective from
Conditions and qualifications
Listed state’s citizen carrying its valid national motorcycle licence and passport; Romanian category minimum age.
- Carry both the valid national licence and matching-state passport.
- Count six months for Australia/Canada/New Zealand/US, three months for Chile, from entry.
- The holder must be a citizen of the same listed state that issued both the valid national motorcycle licence and passport.
Not covered by this finding
- Citizenship alone, a foreign licence alone or a passport from another state does not establish this exemption.
Greece

- The full EU-issued licence must remain current and valid.
- The licence category must cover the motorcycle.
- Meet the destination’s minimum age for the motorcycle category.
Not covered by this finding
- A provisional licence or certificate cannot be used for cross-border driving.
- Temporary replacement documents are not automatically recognised in another EU country.
- Moving your residence uses the destination’s separate licensing process.
Foreign IDP, treaty licence or official-translation route
Nonresidents may use an accepted foreign IDP with their valid national motorcycle licence, or a qualifying ratified-treaty national-licence route. If the issuer does not issue IDPs, its valid motorcycle licence needs an official Greek/English translation. Match the document category and Greek minimum age.
- Effective from
Conditions and qualifications
Motorcycle visitor without normal Greek residence; appropriate valid original entitlement.
- Greek category minima: A1 age 18, A2 age 20, A age 24 or 22 after two years A2.
- Carry the valid national licence with the IDP; 1949/1968 formats are listed by the authorised-issuer-linked FIA directory.
Not covered by this finding
- An IDP issued in Greece does not satisfy the foreign-visitor IDP route.
Listed foreign motorcycle licences: direct recognition
Greece directly recognises valid motorcycle licences from the United States, Canada, Australia, United Kingdom, Crown Dependencies and Gibraltar during stays. Keep the appropriate motorcycle category and meet Greek minimum ages. The current ministry circular requires official Greek/English translation only for entries not in Greek or English.
- Effective from
Conditions and qualifications
Named foreign motorcycle licences; visiting holders; separate rental/insurance requirements.
- The valid national licence must cover the motorcycle.
- Meet Greek category minimum ages; use an official Greek/English translation if the entries are not Greek or English.
Not covered by this finding
- A rental company may impose separate document requirements; a car-only licence does not cover a motorcycle.
Swiss motorcycle licence: twelve months from entry
The Greece–Switzerland recognition route accepts a valid Swiss motorcycle licence for twelve months from entry. Keep its category and restrictions valid and meet Greek minimum ages. Continuing beyond twelve months requires the applicable Greek licence process.
Conditions and qualifications
Valid Swiss motorcycle licence used under the bilateral recognition route.
- Count twelve months from entry.
Not covered by this finding
- Do not apply the Swiss twelve-month clock to other foreign licence routes.

- Moving your residence uses the destination’s separate licensing process.
Current foreign motorcycle licence: visitor route
NDLS says a visitor to Ireland may drive on a current, valid licence from any country outside the EU/EEA for up to one year. Keep the motorcycle entitlement valid and carry the original licence. Taking up normal residence instead requires the applicable Irish exchange or licensing process; NDLS describes normal residence as usually living in Ireland for at least 185 days in a calendar year because of personal and occupational ties. Ireland’s own 1926/1949 permit availability does not establish which foreign IDP format a particular visitor needs.
Conditions and qualifications
Ordinary visitors with a current, valid non-EU/EEA motorcycle licence; entitlement and visitor status apply.
- Current, valid foreign licence covering the motorcycle.
- Visitor route of up to one year.
- Use the separate Irish licensing process on taking up normal residence.
Not covered by this finding
- This is visitor recognition, not proof that every foreign licence can be exchanged.
- Home-issued IDP availability is not a destination-format guarantee.
Iceland
Foreign motorcycle licences: issuer and language matter
A valid EEA/Faroe motorcycle licence is recognised until expiry or age 70, whichever comes first. Other foreign licences are generally recognised for up to 12 months and must use Latin letters or include a translation into Icelandic, Danish, Norwegian, Swedish or English.
Timing and date qualifications: The temporary EEA recognition route for UK-issued licences lasts until 1 January 2027.
Conditions and qualifications
Foreign motorcycle licence holders on private visits; the original category and restrictions still apply.
- The licence must remain valid and cover the motorcycle and any restrictions.
- EEA/Faroe licences are recognised until their own expiry or the holder turns 70, whichever comes first.
- Other foreign licences have a general recognition limit of up to 12 months.
- Non-EEA licence holders must meet Iceland's minimum age for the motorcycle category.
Not covered by this finding
- An EEA licence obtained by exchanging a non-EEA licence is also subject to the non-EEA recognition rule.
- UK-issued licences follow the EEA recognition route under a temporary provision until 1 January 2027.
Luxembourg
Use your full EU/EEA motorcycle licence
A valid full EU/EEA motorcycle licence is recognised in Luxembourg. Its category must cover the motorcycle and its restrictions still apply. French or Belgian car-licence permission for 125 cc motorcycles does not transfer to Luxembourg.
Conditions and qualifications
Private visitors with a valid full EU/EEA-issued motorcycle licence; this is not a non-EEA document route.
- Keep the full EU/EEA licence current and valid.
- Hold the actual motorcycle category for the bike you will ride.
- Meet Luxembourg's minimum age for the motorcycle category.
Not covered by this finding
- A provisional licence or certificate is not covered by the EU cross-border recognition route; temporary replacement documents are not automatically recognised.
- Moving your normal residence uses Luxembourg's separate registration, exchange or conversion process.
Malaysia
Visitors: IDP or ASEAN licence
For a temporary visit under 12 months, JPJ accepts an authority-issued 1949 or 1968 IDP from an eligible treaty country, with the underlying motorcycle licence. Holders of valid full ASEAN-issued licences may use them with a certified English translation if they are not in English. Your licence must cover the motorcycle you ride.
Conditions and qualifications
Foreign visitors riding privately for less than 12 months; the document route depends on licence origin.
- This JPJ visitor route covers temporary stays under 12 months.
- For the IDP route, use an authority-issued 1949 or 1968 permit from an eligible contracting country with your valid motorcycle licence.
- The licence must cover the motorcycle, including any restrictions.
- The ASEAN original-licence route requires a certified English translation if the licence is not in English.
Not covered by this finding
- The ASEAN domestic-licence route excludes temporary, provisional and learner licences.
- Longer stays and residence require the applicable Malaysian licensing process.
Singapore
Visitors: licence plus IDP or translation
For foreign visitors staying under 12 months, Traffic Police ask for a valid motorcycle licence plus an IDP from an authorised body in the home country, or an official English translation if an IDP is unavailable. Visitors using a valid full ASEAN-issued licence do not need an IDP; a non-English licence still needs a certified English translation.
Conditions and qualifications
Short-term foreign visitors riding privately; the licence must cover the motorcycle.
- These Police visitor instructions cover stays under 12 months.
- The valid foreign licence must cover the motorcycle you ride.
- Outside the ASEAN exemption, use a home-authorised IDP or an official English translation if an IDP is unavailable.
- Obtain the official translation from the relevant embassy or high commission, or from a Singapore-registered translation company if the mission does not provide the service.
Not covered by this finding
- The ASEAN domestic-licence route excludes temporary, provisional and learner licences.
- Singapore citizens, permanent residents and work-pass drivers have separate conversion rules.
Mexico
Federal roads: visiting on a foreign-registered bike
A foreign-national rider on a foreign-registered motorcycle must carry a valid driving licence issued by the competent authority where they live, and be able to prove both their lawful stay and the motorcycle's lawful entry. These federal-road rules do not establish the document route for a locally registered rental or for state and city roads.
Conditions and qualifications
Mexico; highways and bridges under federal jurisdiction
Foreign-national visitors riding foreign-registered motorcycles on federal roads; carry the appropriate motorcycle licence.
Chile
Use the Geneva permit route for a motorcycle
Chile recognises valid international permits issued under the 1949 Geneva Convention. For that route, use an authorised permit with the motorcycle category endorsed and carry your valid original motorcycle licence too. The ordinary foreign-licence exception for tourists covers Class B vehicles; it does not cover motorcycles, which are Class C in Chile.
Conditions and qualifications
Visiting riders eligible for an authorised 1949 Geneva permit with motorcycle entitlement; bilateral recognition routes require a separate check.
Make sure your licence covers the bike
An International Driving Permit accompanies your valid original licence. It records the entitlement you already hold; it doesn't add a motorcycle category. Check engine-size, power and licence-status restrictions against the bike you'll actually ride. A small-bike concession on a car licence at home may not travel with you. Your Europe · Japan NPA
Keep three dates separate: your licence expiry, the permit expiry and the destination's visitor deadline. Becoming a resident can change the rules before either document expires.
Choose the format your destination accepts
| Format | Validity listed by ANWB | Motorcycle endorsement |
|---|---|---|
| 1926 convention | One year | Category C |
| 1949 Geneva convention | One year | Category A; the format required for Japan's IDP route |
| 1968 Vienna convention | Up to three years, or until the domestic licence expires if sooner | Category A; the amended model also provides an optional A1 subcategory |
The 1968 model's A1 subcategory covers light motorcycles of no more than 125 cm³ and 11 kW. Read the actual booklet's categories and restrictions: the same letter can mean different things in different formats. ANWB · 1926 convention · 1949 convention · 1968 permit model
Choose for acceptance, not the longest expiry date. A trip can require more than one permit format, or a permit in one country and an approved translation in another. Europe: your original licence may be enough
A valid full EU-issued motorcycle licence is recognised for visits throughout the EU, including one obtained by exchanging a non-EU licence. The motorcycle category, expiry and destination's minimum age still matter. Provisional licences and certificates aren't valid for riding across borders; temporary replacement documents aren't automatically recognised either. Your Europe
For ordinary visitors with a UK photocard licence, the UK government says no IDP is needed in the EU, Switzerland, Norway, Iceland or Liechtenstein. Other licence types and a move abroad need separate checks. For any issuing country, read the destination's visitor period and residence rules rather than treating the permit's expiry as your deadline. UK government
Japan: 1949 permit or a designated translation
Japan's IDP route requires an authorised paper 1949 Geneva permit from an eligible contracting jurisdiction, with the motorcycle category endorsed. A 1968 permit or digital IDP won't do. Japan NPA · NPA FAQ
The alternative is a valid licence from Switzerland, Germany, France, Belgium, Monaco or Taiwan, with the designated Japanese translation. An ordinary translation from another provider may not qualify. A Dutch licence, for example, isn't on this alternative list. Japan NPA
Your driving period ends at the earlier of one year from qualifying entry or document expiry. If you're on Japan's Basic Resident Register, returning after less than three calendar months abroad doesn't restart that year. Getting a new permit during a short trip abroad doesn't reset it either. Japan NPA · Tokyo Metropolitan Police
Why the issuing country matters elsewhere
Vietnam: visitors using a UK-issued motorcycle licence need a 1968 IDP with that valid licence. Vietnam's general foreign-IDP route requires a valid 1968 permit and matching national licence issued by parties to the 1968 Convention. UK advice for Vietnam · Vietnam's licensing law
That doesn't make every foreign permit valid there. US licences and US-issued IDPs aren't valid in Vietnam; Australian-issued IDPs aren't accepted either. CAA and New Zealand AA also warn that their 1949 permits aren't recognised. Use the entry for your licence origin before arranging a rental. US State Department · Vietnam's Embassy in Australia · CAA · New Zealand AA
New Zealand: a current, valid overseas motorcycle licence can be used for up to 12 months from your last arrival. Carry the physical licence and an accepted English translation or IDP if it isn't in English. The longer period for car licences doesn't extend motorcycle riding. To keep riding after that, obtain a New Zealand motorcycle licence. NZTA Factsheet 72 · Motorcycle road code
Mainland China: the temporary-permit route for domestically rented vehicles covers C1/C2 cars, not rented motorcycles. Temporarily bringing your own motorcycle uses a separate permit route matching your foreign licence and the imported bike. Shanghai government · Beijing government
Confirm the rental and insurance conditions
Ask the rental company which motorcycle category, minimum age, experience, licence language and permit format it requires. Ask your insurer about the actual bike, countries and riding activities. Keep both answers in writing: rental approval doesn't replace legal entitlement or insurance cover.
Carry the required original documents. A backup photo is useful if something goes missing, but it doesn't replace an original you must show. Get the permit from the authorised issuer identified in your home-country entry.
One trip can need two different document checks
For separate rentals in Japan and New Zealand, first settle Japan's 1949-permit or designated-translation route. Then check New Zealand's motorcycle-licence period and English-translation requirement. A document accepted for one rental doesn't settle the other. Japan NPA · NZTA
Before paying a non-refundable deposit, save a short note for each destination: licence issuer; motorcycle category; permit or translation; visitor deadline; originals to carry; rental and insurance confirmation. Use the motorcycle travel checklist for the rest of the paperwork, then the route-weather guide to plan the riding days.
Questions riders ask
Is an international driving licence a separate licence?
The official document is an International Driving Permit. Carry it with your valid domestic licence; it adds no motorcycle entitlement. UK government
Is the 1968 version always better?
No. Japan's IDP route requires the 1949 format. Buy the format accepted for your licence and destination. Japan NPA
Does the rental company's approval settle it?
No. Licensing, rental conditions and insurance are separate checks, even if collecting the bike is easy.
What changes if I move there?
Use the destination's resident-licence rules. The visitor allowance and the expiry date on an IDP don't decide how long a resident can keep riding.
